There is NO LAW on the books that provides for a "minority-majority" (or black-majority) district(s).

There is a court ruling that does cite a law as their basis for creating these districts, but they creatively interpreted what the law actually says.

Much like the confusing "logic" of the racist, anti-MCRI crowd, the court ruled that by simply changing the voting district number on a voter's registration card, that you are actually infringing on their right to vote.

    Who'd have thought?

The people who should be standing against that decision must have some kind of white-guilt, or something equally inane, because they aren't standing up and challenging that nonsense for what it really is.

Which brought us to where we are at today with Detroit still being represented by two districts even though it lost population, and the surrounding counties getting broken up into multiple districts even though they have gained population.

    Retrogression (none / 0) (#5)

This issue deals with interpretation of the Voting Rights Act, which gets murky fast.  Reducing the number of black-majority districts could be considered 'retrogression', which is not allowed.

Now, if demographic changes are big enough then losing black-majority districts might be unaviodable.  But nobody knows how big the demographic changes would have to be for eliminating a black-majority district to be OK.  Nobody wants to risk getting their map thrown out, either, so we aren't likely to find out.
