      They can certainly make something that should be simple, into something very, very complicated.

      Under Subtitle B--Lighting Energy Efficiency
      SEC. 321. EFFICIENT LIGHT BULBS.(a)(1)(D)(ii)(XXII)       EXCLUSIONS.--The term `general service
      incandescent lamp' does not include the following
      incandescent lamps:

      "A B, BA, CA, F, G16-1/2, G-25, G30,
      S, or M-14 lamp (as defined in ANSI C79.1-2002
      and ANSI C78.20-2003) of 40 watts or less"

      and Section 324. (e)(1.)(B.)(I)

      "``(A) IN GENERAL.--Subject to subparagraphs (B) and
      (C), metal halide lamp fixtures designed to be operated
      with lamps rated greater than or equal to 150 watts but
      less than or equal to 500 watts shall contain--"
