    The problem is not that the survey needed every municipality to respond. The problem is that the survey is designed to evaluate cities, not states. And it does not appear that MERIC collected secondary information to fill in the gaps. This means that using the data they have to evaluate states yields a major response bias. For one thing, the sample sizes for many states are small (Michigan's is calculated from Detroit, Grand Rapids, and Kalamazoo). Some states only had one response (Maine's is based on Portland, New Hampshire's is based on Manchester, etc.). For another, the majority of surveyed municipalities rank among the largest in the state. This is an issue, of course, because it means that many small cities and rural areas are ignored. These issues lead me to conclude that the samples they've collected are likely not representative, meaning that the resultant values used in the cost-of-living weights are unreliable, meaning that the statistic is unreliable.
