    105.8.4 Site and Building Preparation. As part of the occupancy permit, the intended occupancy shall meet the following requirements:
    1. The building and any associated fire protection and life safety features shall comply with the requirements of this code.
    2. Fire apparatus access roads and fire lanes shall be designated and posted in accordance with Section 503.
    3. An address shall be posted in compliance with Troy City Code Chapter 2.
    4. A building and/or tenant floor plan shall be provided to the fire code official in an approved format.
    5. A key box, as required by the fire code official, shall be installed in accordance with Section 506.
    105.8.5 Notification of Changes. Changes in occupancy or use shall be made to, and approved by the fire code official before such changes occur.

    B. Key box required
    Key boxes are required for the following premises:

    1. All non-residential buildings over 3,500 square feet constructed or altered after July 13, 2009.
    2. All existing commercial and manufacturing buildings over 3,500 square feet which undergo renovation or remodeling which affects an area of 2,000 square feet or more, or which is done at a cost of $25,000 or more.
    3. Any building having a gate capable of being locked and which could hinder fire department access to the premises.
    4. Any non-residential building equipped with a fire alarm or sprinkler system.
    5. Agricultural Buildings are exempt from key box requirements.

    Single occupancy businesses are required to have a key box installed at the location designated by the code official, normally the main entrance. Additional key boxes may be required by the code official depending on the size and layout of the building.

    In strip malls, up to three (3) businesses with connected common walls and on the same level may share a key box between them. All the businesses are equally responsible for maintaining the key box and alarm system. All key boxes shall be alarmed.

    In businesses that have an existing alarm system (i.e., burglar or fire alarm) or have an automatic fire suppression system such as a sprinkler, C02, dry or wet chemical, the key box(es) shall be connected to the alarm system. In buildings without or not requiring an alarm or automatic fire suppression system, an audible alarm approved by the Code Official shall be mounted on the outside of the building. This alarm shall activate any time the key box is opened or physically removed from the building. The key box(es) to be ordered must be approved by the Code Official.

    506.1 Where Required. This section is changed in its entirety to read as follows:
    Where access to or within a structure or an area is restricted because of secured openings or where immediate access is necessary for life-saving or firefighting purposes, the Fire Code Official is authorized to require a key box to be installed in an approved accessible location.

    I pulled up the local ordinance, along with the ordinances from the surrounding communities and the council packets I could get on short notice.

    Not only do they read nearly identical, but they run 100% opposite what the local people said they would do (i.e. voluntary) when they discussed them in session.

    Those sneaky rat-b..., er, I stand corrected.
