Dave Bing has been trying to shrink the size of Detroit for a couple of years. The population is less than half of what it was in about 1960. There are large tracts of Detroit that are basically barren but for a decrepit house or two. Those areas still require infrastructure, fire, and police. He is trying to push a plan to pull the hold outs in those areas into more populated areas in order to cut costs. It requires a lot of work. The left, of course, has a huge amount of complaints centered around how, "they be discriminigating against those sistuhs and bruthas who just be tryin' to get it together." The more conservative view is that private property is the primary consideration and should not be violated. This is not an easy issue to address.
