    . . . behind the viability verification.

    As I understand it those signatures have to have some dispersal also.  (I'm trying to remember if it's so many per congressional district or per county . . . and drawing a blank on that right now.)  Any campaign that has the infrastructure to acquire those signatures will probably pass the viability test; those that don't will flush out before they've finished Phase 1 of the vetting process.
