Is that there is a great deal of retail fraud (sticker fraud) out there.

A good friend who works as customer service for Walmart is instructed to pretty much let suspect price tags go through EVEN IF they are WAAY out of whack.  There is a limit, but generally it is considered a sin to confront a buyer as a possible price forger.  For the low level worker bees in particular, its just easier to take that chance and let em steal.

I'm still on the fence personally.  There is probably more to be known that will come out as this issue is now looked at with a microscope.
