I'm talking about the principles should govern how the Congressmen vote... so that when Republicans vote "no" on health care, they did it because they genuinely oppose it, not just because it's a bill sponsored by the Democrats.

So in general, the GOP will be a conservative party, and we should try to elect the most conservative candidates; however, when there is a more moderate Republican who can win and a conservative candidate who has little to no chance of winning (she was down 16% in the last poll), we should nominate the moderate, so that at least some of the liberal bills can be defeated.
