      there is an "OR" missing in THIS LINE before the not less than:
      Any incumbent justice whose term is to expire may become a candidate for re-election by filing an affidavit of candidacy, in the form and manner prescribed by law, not less than 180 days prior to the expiration of his term.

      Sans that qualifier?

      "Nominations for justices of the supreme court shall be in the manner prescribed by law."

      OK so they nominate..

      Covers it, but given the incumbency status, the constitution lays out a direct method by law AND 180 day requirement.  Otherwise the "permissive" would apply to the first line as well.. In other words we say "OR"... or it is not even necessary to have the 180 day requirement included.
