      All that legalese speak, but basically
      "shall not adopt any rule that will prevent a majority of the members elected thereto and serving therein from discharging a committee from the further consideration of any measure."

      is the critter that says "we havfe enough folks to constitutionally discharge this from committee, and nothing the speaker does can stop it..

      Correct?
