    yes, you are correct.   Neither the speaker nor the committee chair nor anyone else can prevent the majority from passing any measure it likes.  Any member can demand that a committee be discharged and bring the whole house to vote on any measure at any time.  It's particularly done quite often at the end of sessions, when motions to discharge pile up.  (This is where the speaker can avoid a vote on a measure by simply stacking the deck until the end of session and handling all other motions to discharge prior  to the ones he doesn't like).
