      She wanted that executive order 2009-2 that would have made the MPSC the office that would review the necessity of the plant.  Cox called her on the constitutionality of it, and she had to rescind, but not before Wolverine had sent the MPSC a reasoning for their need to build.  What happened here was basically Granholm ignoring the MDNRE (Which used to be the MDEQ and the DNR)and going with her initial plan of using the regulatory office of utilities to say there was no need for the plant.  Where they got the numbers of 80 bucks extra a month, is anyone's guess.
