    What Sheltrown was proposing was earmarking a portion of sales tax revenue collected on the sale of sporting goods to be used to fund DNR programs.  This would be similar to what the federal government is already doing with PRDJ funds.  It wasn't a new tax.

    This was an alternative offered to the very large increase in hunting and fishing fees being proposed by the DNR at that time.  A disproportionate share of the burden of funding outdoor recreation falls on hunters, anglers and motorized vehicle owners.
