I know we're just jabbing back n forth a bit, but there are unlicensed carpenters who are more [practicably] qualified to build than some licensed ones.  And yep, percentages might well be higher qualified with those who are licensed..

but.. that language would have hurt the casual handyman.  The question that needs to be asked is WHAT is defined as a 'carpentry contractor?' Perhaps specific wording that does not leave a hammer to drop if some bureaucrat decides to 'interpret' such things inappropriately.
