      while earmarks are evil, they are mere allocations of money already spent; e.g., if the Highway bill is passed for $100B, they might earmark $5B of it to go to Western Michigan for building a bridge. While I don't like the waste of money, it really stems from the idea that Congress can vote to spend $100B on Highways.

      The presidential veto (line-item) becomes a weapon of the Prez (of either party) to "buy votes" for desired projects - like bombing innocent women and children in Afghanistan.

      The real answer is to get back to the Constitutional authority behind spending. As one poster already mentioned - attach the constitutional authority for the spending to the bill - no authority, no money.

      Problem solved.
