      Technically, "carpenter", "licensed carpenter contractor", "supervision of a licensed carpenter contractor" and "commercial structure" is the qualifier.  Personally, I wouldn't pay a "handyman", which defines anyone that can whack a nail, saw a board, splatter paint or peel wallpaper the same wage as those skill sets defined above.

      I believe in contract, I believe in liability, and i believe in actionable offenses such as fraud, or theft being prosecuted.

      Agreed. Now, what practices ensure that those are upheld?

      Personal responsibility is key.  Not a government that can be played.
