      The language:

      So here we have Joe Handyman, laid off from whatever business he has been slubbing at, has some talent in his hands, but can't use it legally because the state says no one can contract with him for his talent?

      Obviously, the 'argument' that would be made is one of safety.. yada..

      But it leaves out the possibility of all types of things that can be done that have ZIP-ZILCH-NADA to do with safety, but would be made illegal.  And GUARANTEE that some 'licensed' contractor breaks out his rent seeking missile of government to hammer some nails into the livlihood of the scab perp.
