Something like:  The proposal contained herein is being made with the understanding that payment in full will be made by the State of Michigan with no deductions for union representation.  This firm has no written agreement with a third party for representation of any kind.  If awarded this bid the State of Michigan will state, in writing, that it will not deduct union dues from the invoices presented for services rendered.
