      . . . by the same set of rules; that's one of the reasons why it's fair.  Taxation isn't income-based anymore; now it's spending-based.  I know that's tough to get, because we've been conditioned over the past seven generations to a Marxist income-and-revenue-based system (that is so freaking complicated that the Internal Revenue Code is all of ~67,000 pages thick).

      But this is a radical paradigm shift, and you have to quit thinking about taxation on the old terms.  Because of the prebate, no one actually starts paying taxes - in the net - until they spend over the poverty line (which is $10,400 annually for single adults without dependants).
