      . . . are taxed as a service, if the payer of the premiums is an individual customer (such as the full-coverage health insurance I carry on myself).  But if the payer of the premiums is a business (such as your employer), then the premiums aren't taxed, because it's a business-to-business transaction.

      However, before you go into sticker shock, keep in mind that the premium costs will go down, because the business taxation on your insurance provider will disappear under the FairTax.  (Not elaborating, because this is part of essay # 3.)
