      someone who signs the Americans for Tax Reform pledge are promising that they will not support an increase in the tax burden. The pledge specifically ALLOWS for tax shifts, as long as the net tax burden doesn't increase. So, a candidate can sign the pledge and still support a shift to a plan like the Fair Tax or any other restructuring. Just NO net tax hike.
