      I don't doubt that you and your boss studied the bill carefully. I suspect, however, that few other legislators and staff (from either side) did the same, because there were many misstatements about the bill in the few open discussions we had.

      As for fax and e-mail, I believe that those methods of transmission are less susceptible to fraud than ordinary mail because they leave digital signatures. If fraud is suspected, it's easy to trace the submission back to the source. Moreover, because the same official form must be used no matter how the application is submitted, I don't believe that fax and e-mail use will increase the number of fraudulent submissions from groups like ACORN. The time-consuming part of the process is filling out the form, which is the same in all instances.

      And for the record, I'm extremely concerned about fraud. I simply do not believe that this bill substantially alters the risk of fraud (if this bill is signed into law, and instances of fraud increase substantially, then I'll be the first to call for additional security measures). Ultimately, the only way to eliminate absentee voting fraud is to eliminate absentee voting.
