      The answer is really quite simple... Detroit has an unpublicized automatic voter registration process:  

      You have to opt-out to not be registered.  

      You are, by default, registered as a Democratic Party voter.  

      Your votes are automatically cast for the Democratic Party unless you opt out.  

      You are not required to be physically present or submit absentee ballots for your votes to be counted.  

      It is the Democratic way.
