I'd think, Dennis has integrity and honesty, and he cares enough about saving the tax payers money that he is will to risk his own job, (which are getting scarce these days) by admitting that it is just a pointless job, and he is milking the clock all day, and doesn't produce anything, of value to the taxpayers.
