It's still a huge waste, expanding our existing "paid volunteer" payroll significantly.  There are also some rather disturbing provisions in the bill which limit participants' rights to participate in religious education, or protest, engage in free-speech, etc.  So, while it is still disturbing that all of our congressmen and women (excepting Hoekstra) voted for this government-expanding legislation, it isn't, in fact, mandatory volunteerism.  My bad.
