      ... has just (wisely) voted down a proposal for a surtax on physician incomes, I offer a modest proposal: A 5% surtax on the income of all practicing attorneys in the state of Michigan.  Private practice, government, elected, corporate, it wouldn't matter -- all would kick in an added amount to the state coffers to help pay for the "friction" they cause the state economy.
