    It IS Snyder, Calley and Richardville to blame with this laughingstock game.

    The new bill added language about "community benefits" for Detroit's Delray neighborhood that will host the bridge. The summary -- seen as important with a vote imminent on a 38-page bill, said the benefits "may" include measures related to health, jobs, housing and the environment. But the actual bill said the proposed agreements "shall" include that language.

    "What the summary said and what it says in the body of the bill are two different things," said Kowall, adding he hoped it was not an attempt to mislead the committee.

    Lawmakers were puzzled by the second page of the summary, which listed "changes made pursuant to the Lt. Governor's office and their deal with Democrats in the Legislature."

    Kowall said: "I've never seen anything like that before in all my tenure in the Legislature."

    There was speculation the second page was an internal memorandum that should not have been distributed.

    Sen. Kowall, what Snyder/Calley and Richardville are doing is a clear sign of desperation in an apparent abuse of authority against the will of the people that is smack of the Preservation of Access to Care for Medicare Beneficiaries and Pension Relief Act of 2010.

    Amber McCann, a spokeswoman for Senate Majority Leader Randy Richardville, who backs Snyder on the bridge and sponsored the bridge bill, said there was no attempt to mislead on Richardville's part and versions of the summary she saw used the words "shall include" in connection with community benefits, not "may." She said she couldn't speak for the summary Kowall received.

    With Kowall's committee scheduled to meet at 1:30 Thursday, Richardville has scheduled a 2 p.m. meeting of the government operations committee, which he chairs. It's possible the substitute legislation could be sent to government operations instead of economic development to improve the chances of voting it out to the full Senate.

    If that happens, "I was irritated yesterday, I guess I'll just keep on being irritated," Kowall said. "I started it in the committee, I should finish it."

    Irritated?  Sen. Kowall, me too.  Beyond belief.  My humble apologies for questioning transparency.
