    Splitting them based on actual use?

    You are as bad as the liberals who would wish to regulate outcomes.

    Its about availability, opportunity.  The courts, the parks, Schools.  No man gets an edge over another, nothing is taken to GIVE to another through government force.

    People make decisions during their lives which affect their health.  THEY own those decisions. For good or bad.

    One cannot unilaterally decide how their school should run, or how police should treat all others.

    I will give you one however when you mention libraries.  In fact it is one reason I am a library board member. Libraries can be 'socialist' institutions. Their missions need to be limited to accessing literature accumulated in a way that best reflects a 'general welfare' attitude as espoused by our founders.  Free DVD and movies hardly advances literacy, and I am, and have been opposed to making that any easier at a cost to taxpayers.
